Mayor and City Council	The Mayor and seven Common Council members govern the City of Portland. The council members represent 5 districts and 2 at large positions.
Law Enforcement	Thirteen full time sworn officers. Four full time dispatchers. K-9 unit. Eight cruisers. The police department maintains its own dispatch center and is available 24 hours seven days a week.
Fire Protection	Modern equipment. Personnel - Eight full time firefighters, 23 volunteer employees.
Water	Underground and tapped by deep drilled wells from the Teays River Valley. Approximately 1 million gallons of water pumped per day. The Municipal Water Department has 3 water towers with a combined capacity of 1,600,000 gallons.
Sewer	Type of Sewage Treatment - Class 3 Activated Sludge Employs 8 people. Treats 2 million gallons of sewage per day.
Planning & Zoning	Jay County / Portland Building & Planning Office
Municipal Airport	5,000 foot runway with instrument approach. Hangers are available for rent.
Services of the Street Department.	Public street snow removal. Daily trash collection except on holidays. Sidewalk reconstruction. Periodic disposal of tires. Spring and Fall cleanup weeks. Removal of limbs fallen located in the right of way.
